This sync was dominated by the landing of KDE Plasma 6.5, the switching away from the LLVM libc++ to the GNU libstdc++ (which fixed a few bugs and helped us drop a few patches), and the resulting 500+ rebuilds.

- boulder packaging tool update w/ QoL changes
- moss package manager update w/ QoL changes

Other updates include uv, valgrind, netcat, git, discord, brotli, and an xwayland security update.
